- Remove container: python:3.12-slim (lacked Node.js for actions/checkout)
- Use runner's ubuntu-latest image which has Node.js + Python pre-installed
- Fix deploy job if condition (remove ${{ }} wrapper)
- Enable debug logging in act_runner config
